Oddly enough the tattoo parlors Phil frequents aren't shitholes like you'd expect but moderately middle of the road places. He won't go to true shitholes because he's afraid of minorities. The reason his tattoos like like shit is because Phil draws them himself and demands the artists do them exactly as he draws them while refusing any corrections or touch ups.
