I disagree, he should be in a group home without Internet access. Maybe limit him to a Roku. If he was in a place like that, they would have him enrolled in a retard work program which would give him a feeling of accomplishment and purpose.

It would be very difficult, Chance would inevitably try to force himself on another resident like he did to Blind Billy. The difference is that staff would be there to stop him and his deformities leave him largely harmless to the other tards.

He would have to go into an assisted living program that prevents him from having any access to the internet at all. I don't see any way that he would be able to stay away from the internet of his own volition and there is no way Sally would care enough to stop him.

State governments monitor those facilities. Even though they aren't particularly through, all complaints are required by law to be investigated within a certain timeframe, usually under a week and a half. Caregivers can be held legally liable for abuse and while they rarely are, bringing a circus down on licensing is probably a good way to have a bureaucrat refer you for prosecution or at least reexamine the facility 's license.

Some states consider internet access to be a right if the facility is equipped with a connection. Likewise there could be issues keeping him away from a phone if he decides to complain to the licensing agency. Each state is slightly different.

If the facility gets written orders from a doctor or the family, they could probably apply for a waiver and receive it before admission. That's how it works most places. Still this is an added step to be done before admission and makes him an even less appealing resident. When the state is paying, you get exactly the same amount for an easy resident as you do for Cyraxx and facility administrators keep this at the front of their minds.

You have to remember that this is a man who needs assistance with all of his ADLs, has a history of sexual violence and absolutely will bring outside attention to your facility. I don't know how much Ohio pays for someone like him, but it would not be enough for me. I would rather have a vacancy than that kind of resident.
