I used to live in an apartment that had a massive (120l I think) water heater above the bathtub. The crucial difference, though, is that the water heater was mounted directly to the wall, not on a rickety-ass platform where it could freely move, and also water heaters typically don't run 1000+ RPM spin cycles that cause them to violently vibrate.
