When I damaged a jail cell door, purposely made a biohazard mess and destroyed a pair of handcuffs in Phoenix while drunk, I just wasted the prosecutors time month after month and hit them with the question, "if it was a crime, why didnt the police stop me even under their custody?", until they just offered a plea deal of a simple $100 fine, or I could have taken it to trial and very likely won, but that would have cost more than $100.... The legal system is just a game quite literally, it doesnt matter if youre a career criminal or someone who legitimately made a mistake, winning or losing is all about how well you both know and "play" the system with all its rules....
I mean you got legitimately innocent people on death row, and cold blooded killers getting 10 year deals and paroling out after just two.... 🤷

What do you need?  just to sign some affidavits?  Find local Lawyers, or even local process servers, they may have commissioners and notaries and such who can come to you and do that stuff for a reasonable payment, or at the least point you to a local one.  Process Server companies often have a lot of connections to their own clients, and have some designated employee who's a commissioner or notary to sign stuff in a jiffy.

Is he dealing with criminal or civil?  I have no clue what his legal issues are.  He should probably try to call a local process server in that area, they tend to know the ins and outs of filing documents, more so than people at law firms, since Law firms hire process servers to file most the documents.  They also have drivers who are probably willing to drive to him to sign and get paid.

Styx - both notary officials will have to be local and recognized in the state that you are currently in, based on the signature date & time recorded. You can't just fly someone in, unfortunately... Recommendation would be a local bank or tax firm or real estate brokerage firm (all applicable) as they would more than likely be able to assist on the spot with two officials likely available onsite.

If a bank has a notary, you have to get to the bank to use the notary.  Sounds like there might be some court order for home confinement or within a certain radius.  Correction: sounds like it's could be related to guns.  Most notaries at banks, stores, etc. won't travel to a gun shop if they're working for said bank at the time.
