I consider it like this, if it is within line of the context of what's being talked about, or has a level of importance to contribute to the topic at hand and not drive the topic into the tall grass, then it seems to hold it's own on the matter of information to the S/N ratio.
A meme' its a roll of the dice at best, and is strictly limited to the quick laugh and only a moment of time, it's informational value that it has to convey is limited without backstory to really give any understanding to what is going on, but when most of them are broken down, it only ends up trailing so far off the beaten path and into troll territory at best.
