Sometimes, yes. But oftentimes, the activists are a problem too.
For instance, a few months before Obama became POTUS, his transition team met with various LGBTQ organizations and planned out a general plan / schedule on how they would gradually expand gay rights. It was all done tactically, with the aim of slipping legislation in, here and there, in a way that didn't rock a lot of boats or cause a major backlash.
The delayed, slowed nature of the progress led to activists claiming betrayal, attacking HRC, the largest LGBTQ lobbyist org in the country, etc.
And yet, despite all their complaints, Obama delivered far more policy changes to advance LGBTQA+ rights than any president in history.
Being aware of tactics and strategy, and having a plan to bring about incremental change works pretty reliably.
