the whole idea of "streaming" seemed really brutish and rude in the 1990s. unless it was something like the mbone where it was explicitly designed to use multicast. but for regular users doing regular things? you *knew* you were making use of a finite shared resource, and it just never crossed your mind to demand or expect that you'd be able to transfer, say, video or audio content, fast enough to be able to consume the content in real time as it was being streamed. you just used a protocol like ftp that used tcp, and you let whatever happened happen, and you understood that sometimes things would be fast if nobody else was using the resources, and sometimes things would be slow if lots of people were.
