On the one paw they're public resources and spaces - by definition it should be usable by the public including the transient public. On the other, said resources weren't designed explicitly for that kind of purpose, there are lots of bad actors that will just dump trash/waste on the roadside, and the local homeowners rightfully feel like they should have an influence into how those resources are managed considering that they pay for them through their property taxes
The purpose of business and property taxes, after all, is to pay for those public resources. People going to and from work use those resources and are paid for by said taxes. People passing through or simply acting as consumers don't. It's a nuanced, tricky subject.

when i was in college we had mostly laser printers, but there was one old-style 132 column line printer in a weird little room in one of the buildings. it was *fast*. it was the size of a washing machine. i was thinking about the sounds it made. not the screeching sound of a dot matrix, but smoother than that.
my closet "door" used to be a shower curtain. there wasn't really enough structural strength there to put a real door.
