The small hole on the end is the predecessor to modern boat tail projectile design; traditionally used in sabot style stablization. The large base portion is there to stabalize and deliver the projectile, the tip is likely hardened steel or tungston and the main body is probably steel coated. I'd put this probably in the 70's/80's, but I'm not an expert.
