When you put shit like "your project has to give my campaign millions"and " your project can only use local resources as laborers despite none of them being experienced, qualified, or viable" and "complete this $50M environmental study before we even tell you whether you've got a shot" and "you must sell 25% of your units at a loss" nobody wants to bother because they won't make money on it.
