Not just Johannesburg. It’s pretty much in a few other territories, such as Cape Town. Where you basically have to use water very sparingly from now on. Same with load-shedding (lack of access to electricity).

The title’s really a metaphor, since even though there are a number of side-plots and side characters that are introduced for a long time, the main focal point is really about a black dude who worked as a slave for a wealthy man and his daughter. The slave was accused of raping the man’s daughter and was sentenced to death despite the fact that there was obvious evidence that the father was responsible for the crime

Also want to add to this (since I read it as a kid, this was the part that stuck with me) — a lot of the story focuses on the experience of the white lawyer’s kids, who are trying to come to terms with the fact that the community is trying to make their dad out to be a bad person for something they don’t see as inherently wrong.
