It's not even that much of an issue today. Big agribusiness interests want large number of easily-exploited workers who will work in terrible conditions for less than minimum wage, and not complain about dangerous working conditions. Same with hotel maids, etc. There used to be a work permit visa program to manage and track this. Now that it's unregulated, it's definitely not a problem for anyone profiting from it.
