Even just walking by and saying "excuse me, sorry to bug you, just wanted to say that dress is adorable," then give her an approving look and a half thumbs up and say "VERY good taste" and walk away before she can respond and gather her wits. 
<2023-03-05T00:22:08.000Z> WashedOutGundamPilot: The smile thing is kinda hard, if she has natural (unstraightened) teeth then she may be self conscious about them. Just saying "awww you've got a cute smile" can go either way, TBH. It's hard just putting it in print without knowing your vibe, or the delivery. I've never been much of a cold-call pickup man anyway, all my lasting GFs were ones I tended to know via natural interactions, and the more they saw me the more they liked me. But just interacting with her and getting her to laugh and saying "aww, you've got a cute smile".....eh. I'd maybe look for something she spent work on, like when her hair obviously took a bit of work to do. Appreciating effort goes further than innate things.
