With representational systems, there's an enormous diffusion of blame, meaning bad actors (all of them) can play shell games indefinitely on popular policies while satisfying the demands of special interests at the expense of the people. Politics is ultimately the imposition of will, and is backed up with violence. A monarchy eliminates the problems listed above. There's no system of representation to hijack, and if a monarch goes too far away from popular acceptance, then violence is automatically in the cards, leading to a much more responsive political process
