You don't want to use them all the time just when you're lifting heavier weights or when you feel like your wrists are getting unstable

It happens to me sometimes in the elbow, I can't think of much else at the moment though

Providing you're lifting regularly and doing some kind of cardio I don't think it'll cause you to balloon. I'm not too familiar with Starting Strength though so it might just be suggesting milk because it doesn't account for protein powder being a thing.
